Johnson allegedly made no attempt to provide any efficient, effective or meaningful direction to officer Stephens and approved officer Stephens' investigative action report despite video footage containing evidence that contradicted officer Stephens' documentation in his investigative action report regarding justification for use of force and arrest for obstructing governmental administration.
